I have the honour to inform you that on the
26th. ultimo 2 bombs were placed beneath chairs in the verandah of Cafe at Hanoi. The bombs exploded a few minutes afterwards kill-
→ing two French Officers, and injuring 5 others besides 7 Annamite
waiters. The outrage was apparently the work of Annamite revolution-
-aries. A short time before this outrage an Annamite Official at
Thai Bin in Tonkin, who had been active in the prosecution of
revolutionaries, was killed by a bomb while riding in a jinricksha.
Two weeks previous to that crime eight bombs were discovered
deposited in different places in Saigon and in the adjoining town
of Cholon. At the same time revolutionary placards were affixed in
numerous towns and villages throughout Cochin-China.
Attempts at revolution in Annam and Tongking
have been common for a number of years past. But a revolutionary
movement in Cochin-China has caused surprise.

Since 1908 the French Government in Indo-China
has been in communication with this Government through the French
Consul at Hongkong on the subject of the presence in this Colony
of Annamite revolutionaries and this Government has rendered such
assistance as it could in watching the movements of Annamites here,
who last year numbered about 40. At the present time there are
only 4 of these persons in Hongkong and these 4 are of no importance
It is understood from the French Consul that the others are on the
borders
